Fleming Island is bordered by water on every side: the St. Johns River to the east, Doctors Lake to the north, Black Creek to the south, and Swimming Pen Creek to the west. That geography is part of why it's a desirable place to live, and part of why storm drainage here behaves differently than it does further inland. Neighborhoods like Eagle Harbor, a roughly 3,000-acre planned community bordered by US-17, Doctors Lake, and County Road 220, along with Pace Island and Fleming Island Plantation, sit on sandy soil that drains fast in a light rain but overwhelms quickly in a genuine downpour.

That sandy soil is the non-obvious part of the story. It's excellent for quick surface drainage day to day, which is one reason the area developed the way it did. But during a sustained tropical system, sandy soil saturates and stops absorbing altogether, sending runoff sideways into yards and crawlspaces instead of down. Combine that with the tidal influence of the St. Johns River pushing back against Doctors Lake outflow during a storm surge event, and low-lying streets near the lake and river shoreline can hold standing water well after the rain itself has stopped.

Black Creek forms Fleming Island's southern boundary, which means the same flood history that hits Middleburg harder, the 2017 Irma record crest and the 2024 Debby rise, also affects homes on the island's south side, just with less severity than closer to the creek's forks.
